民國58年，彰化縣連續遭逢2個颱風重創釀災，彰化縣為了幫助災民，特別在青年育樂中心舉行慈善義演活動，節目多采多姿，有藝人演唱及表演舞蹈。勸募來的衣物一車又一車運來，並陸續送到災民手中，現場氣氛溫馨感人。

民國58年，彰化縣積極進行大城鄉農地重劃工作，彰化縣縣長陳時英巡視，緊盯工程進度。大城鄉農友們主動參加各項建設，駕著工程車有的挖溝、有的推土、鋪路，不畏辛苦的揮汗趕工。

民國58年，彰化縣鹿港鎮溝墘社區在居民們共同的努力下，社區環境變得更為整潔美觀。溝墘社區活動中心內設有醫療所，有醫師為民眾義務看診，另外設置婦女縫紉訓練班，由婦女會服務分社派人教導剪裁、縫製衣服。
